Integrated Carbon Observation System Research Infrastructure

Description 1) ICOS RI provides effective access to a single and coherent data set to facilitate research into multi-scale analysis of GHG emissions, sinks and the processes that determine them. 2) ICOS RI provides information which is fundamental for research into and understanding of regional budgets of greenhouse gas sources and sinks, their human and natural drivers and their controlling mechanisms. ICOS RI will allow for detection of changes in regional greenhouse gas fluxes, early warning of negative developments and the response of natural fluxes to extreme climate events, and for reduction of uncertainties in Earth System models. The legal entity to coordinate and integrate the ICOS RI is ICOS ERIC, the application for which is currently (August 2013) under review. The constitutive meeting is expected in the first quarter of 2014. Funding of the ICOS RI is through national sources, host country contributions and ICOS ERIC membership contributions. Countries involved in ERIC step 1: Belgium, Czech Republic, Finland, France, Germany, Ireland, Italy, Norway, Poland, Spain, Sweden, Switzerland, the Netherlands and United Kingdom. ICOS ERIC shall maintain secure, fair and transparent procedures to provide access to the ICOS data for all data users. If access to the ICOS RI services has to be restricted for capacity reasons, the selection criteria shall be based on scientific excellence. ICOS RI Head Office is hosted by the University of Helsinki, Finland, with the secondary node in France.
